 After creating a new zip file and BLKSIZE=0 is specified or the
 output dataset block size is more than eight greater than the
 record length, an I/O error occurs when the zip file is read.

_PROBLEM SUMMARY:

 ISPZIP incorrectly used the block size to build output records.

_PROBLEM CONCLUSION

RECOMMENDATION: Apply apar fix ASZ2987

 ISPZIPC will be modified to use the correct record length when
 building output records. Users should note that it is more
 efficient to use a larger record length for the output zip file.
 For VB files it is recommended that the LRECL be at least 4092.
