While processing a block of data that contains every possible byte
the tree splitting process ended up requiring more than 15 splits.

_PROBLEM CONCLUSION
RECOMMENDATION: Apply PTF ASP0866.

ISPZIPC will be modified to correctly parse huffman trees by adjusting
the split point from optimum to keep the total split count within 15.
