USERS AFFECTED: All users of the "ISPZIP" format.

When "ISPZIP" format was requested compression work areas were not
being correctly initialised resulting in an ABS0C4 abend.

Please Note:  The ISPZIP format is obsolete and will removed from the
next version of ISPZIP.

RECOMMENDATION: Apply apar fix ASZ3188

ISPZIP will be modified to detect the creation of an ISPZIP format
dataset at initializtion and allocate the correct work areas.
