When a corrupted zip file is processed by ISPZIP a loop may occur when
decompressing the last member.

As the file is corrupt ISPZIP may not find the flag which signals the
last block in the file. ISPZIP continues to read the file and fails
to detect that end of file has been reached.

_PROBLEM CONCLUSION
RECOMMENDATION: Apply APAR fix ASZ3193

ISPZIPX will be changed to halt decompressing a file when end of file is
reached.
