inaccuracy introduced by conversion of wait time into minutes.

_PROBLEM SUMMARY:
USERS AFFECTED: All

Messages from the notification exit show that LTXF receives control
when the user should be cancelled but instead of cancelling the user,
LTXF extends the user for a small period before cancelling them.

The extra extension is caused by an error in the calculation that
converts the job wait time in ASCBSWTL from seconds to minutes. The
ASCBSWTL field is in 1.04 second units. The program assumes that
the field contains seconds.

_PROBLEM CONCLUSION

RECOMMENDATION: Apply APAR fix ASX3035

LTX2UTL will be modified to convert the ASCBSWTL field into seconds
prior to converting it to minutes.

INSTALLATION NOTE:

 1. As this apar changes IEFUTL an IPL with a CLPA or MLPA of
    LTX2UTL, LOCK and IEFUTL will be required to make this fix
    effective.
