USERS AFFECTED: users of AMF update utility OMCSAMUX

When determining if an expiry date should be extended, the timestamp
comparison is done using a TOD clock value.  An unequal comparison will
occur even when timestamps differ by only seconds.

_PROBLEM CONCLUSION
RECOMMENDATION: Apply APAR fix ASZ3233.

OMCSAMUX will be modified to compare two yyyymmdd format date fields
when determining whether an AMF dataset record's expiry date needs to be
extended.
