_PROBLEM DESCRIPTION:
Message OMCDN004E NO BLOCKS AVAILABLE TO DRAIN DATABASE is issued incorrectly
while draining a database. There is sufficient space available in other
databases to drain this database.

_PROBLEM SUMMARY:
USERS AFFECTED: All users
ASEDAMGR is calling the OMCS/ACF module each time a block in a non-draining
database is to be allocated. OMCS/ACF is returning return code 20 which
prevents the block being allocated and causes the OMCDN004E message to be
issued. ASEDAMGR should not call OMCS/ACF for ABLK calls.

_PROBLEM CONCLUSION
RECOMMENDATION: Apply APAR fix ASZ3376.

ASEDAMGR will be changed to prevent OMCS/ACF being called for ABLK calls.
