_PROBLEM DESCRIPTION:
When compiling an ECL program with OMCSECLC to create a load module, the
old linkage editor is being used to create load modules.  The binder is
now the preferred method for creating load modules in z/OS.

RECOMMENDATION: Apply PTF ASP1033

ASEECLC will be modified to invoke the binder - IEWL - instead.
