Abend S0C4 after msg DAIO45I WAITING FOR ACCESS TO OMCS DATABASE FILE

_PROBLEM DESCRIPTION:

A S0C4 abend occurs during a DBOPEN statement. Message DAIO45I WAITING
FOR ACCESS TO OMCS DATABASE FILE is present in joblog.  There is a 16 min
delay between the the DAIO45I message and ABEND S0C4 message.

_PROBLEM SUMMARY:

   USERS AFFECTED: All users

 The S0C4 occurs while ASEDAMGR is attempting to determine the name of
 the database file that is in use by another user.  The RB for the
 enqueue SVC is no longer in the RB chain when ASEDAMGR's stimer exit is
 invoked and the stimer exit incorrectly uses its own RB to determine
 the enqueue parameters.

_PROBLEM CONCLUSION

   RECOMMENDATION: Apply apar ASZ2942.

 The stimer exit in ASEDAMGR will be modified to check that an SVRB
 follows the PRB for the task running ASEDAMGR.
