OMCSTSSJ job selection criteria.

reproduced by PJS by artificially restricting available memory and
attempting to select all jobs from a .jobdetl master with about 160,000
records.

The failing getmain was in code that was attempting to get a ram
database block.  Perhaps it should be conditional and ultimately give a
bad return code to the caller.

Noticed in the dump that there are lots of 12K areas with 1312 bytes
unused.  I guess that's because the database block size is 10976.  Could
we be more efficient in our storage usage?
