USERS AFFECTED: users of OMCSDBBU

The BLDT code in OMCSDBBU assumed that year 2000 was not a leap year.
This caused an incorrect date string to be built for any date after the
29th of Feb 2000 and a possible abend for the date of 31/12/2000.

_PROBLEM CONCLUSION
RECOMMENDATION: Apply APAR fix ASZ3194

OMCSDBBU will be modified to correctly recognise year 2000 as a leap
year.

Users of OMCSDBBU should also note that it is recommended that
they use OMCSDBEX instead of OMCSDBBU as their backup program.
