After ASP0880, OMCSJDET issued message OMCJD022E when it found an
equal-sequence condition between two pre-Y2K format job detail records
created in the same second.

_PROBLEM SUMMARY:
USERS AFFECTED: Users of OMCSJDET where the job detail master contains
                pre-Y2K compliance format CAPTURED fields.

Programmer inverted the logic when retro fitting APAR ASZ3102 to the
source for OMCSJDET during construction of PTF ASP0880.

_PROBLEM CONCLUSION
RECOMMENDATION: Apply APAR fix ASZ3197

OMCSJDET will be modified to ignore equal sequence for pre-Y2K format
CAPTURED fields.
